I have come up with a way to increase state funds without taxing smokers for the umhteenth time. Create a 'bicycle tax' or "Helmet Tax". People are giving up driving because of gasoline prices and cost of automobiles.(Just like a lot of smokers) A vast amount of tax dollars are being lost when people ride thier bikes verus driving thier car.
